Los primeros en regresar y establecer otra vez su hogar en los pueblos en que antes vivían, fueron familias de las tribus de Israel, como también los sacerdotes, los levitas, y los ayudantes del templo.

Los primeros moradores que entraron en sus posesiones en sus ciudades, fueron así de Israel, como de los sacerdotes, Levitas, y Nethineos.
