soit aux gouverneurs comme à ceux qui sont envoyés de sa part pour punir ceux qui font le mal et pour louer ceux qui font le bien ;

Ya á los gobernadores, como de él enviados para venganza de los malhechores, y para loor de los que hacen bien.

Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well.

or to governors, as sent by him for vengeance on evildoers and for praise to those who do well.
