Als auch den Statthaltern, die von ihm ausgesandt sind zur Bestrafung der Übeltäter und zum Lobe der Rechtschaffenen.

Ya á los gobernadores, como de él enviados para venganza de los malhechores, y para loor de los que hacen bien.

Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well.

or to governors, as sent by him for vengeance on evildoers and for praise to those who do well.
