Pois os governantes devem ser temidos apenas por aqueles que praticam o mal. Assim, se você não quiser ter medo da autoridade, guarde as leis e pratique o bem e tudo irá bem.

Porque los magistrados no son para temor al que bien hace, sino al malo. ¿Quieres pues no temer la potestad? haz lo bueno, y tendrás alabanza de ella;
